(svn r2339) - Fix: on a dedicated server, after the joining of a player, the player was set to player 0 instead of remaining OWNER_SPECTATOR. (svn r2324) Introduce _cmd_text for passing strings with a command instead of abusing _decode_parameters as text buffer. To simplify things introduce GetServiceIntervalClamped() that returns the same or clamped value of the new service interval.
