fix getaddrinfo emulation for systems with struct sockaddr.sa_len
* m4/getaddrinfo.m4 (gl_PREREQ_GETADDRINFO): Detect
struct sockaddr.sa_len.
* lib/getaddrinfo.c (getaddrinfo): Set it if appropriate.
