inttypes: Modernize.
* lib/inttypes.in.h (strtoimax, strtoumax): Use the C++ safe idioms.
* modules/inttypes-incomplete (Depends-on): Add snippet/c++defs.
(Makefile.am): Update inttypes.h rule.
