gettimeofday.c, lchown.c, lstat.c, mkdir.c, mkstemp.c,
nanosleep.c, openat.c, raise.c, readtokens0.c, readutmp.c,
unlinkdir.c: Guard inclusion of config.h with HAVE_CONFIG_H.
