strtod: fix bug in replacement function on AIX
* lib/strtod.c (strtod): Special case broken "0x" parse in
underlying strtod.
* tests/test-strtod.c (main): Document AIX 7.1 bugs.
* doc/posix-functions/strtod.texi (strtod): Likewise.
