move url_transfer classes to liboctave
* liboctave/util/url-transfer.h, liboctave/util/url-transfer.cc:

* libinterp/corefcn/module.mk, libinterp/dldfcn/module-files,
liboctave/link-deps.mk liboctave/util/module.mk: Update for new and
renamed files.
